Why do kids in high school not carry backpacks but then do in college?

why do kids in elementary school/middle school use backpacks, stop in high school, then go back to them for college? what's the reasoning? society? peer pressure? lack of committment to school?

In high school they don't care for studying too much they just want to look cool.
Than in university they understand they need they're stuff for school so they carry it.

In public school, you don't have to pay tuition, it comes out of your taxes. You might have to pay for his lunch, but you can apply for free lunch. Books are usually free as long as he doesn't damage them in any way or lose them, and kid activities such as field trips you do have to pay for but you can choose whether or not to let him go on the field trips.
